全国人大教科文卫委：暴力伤医问题拟纳入立法监管

有关部门正在修订、起草相关法律法规，通过立法手段遏制暴力伤医问题。这是记者从25日闭幕的第十二届全国人大常委会第二十五次会议上获悉的。全国人大教科文卫委关于第十二届全国人民代表大会第四次会议主席团交付审议的代表提出的议案的审议意见中，列举了多位全国人大代表议案提出的建议。这些议案指出，近年来我国医疗纠纷多发，医患关系恶化，杀医、伤医犯罪现象有所抬头，因医患关系引发的矛盾日益成为当前社会的主要矛盾之

全国人大教科文卫委关于第十二届全国人民代表大会第四次会议主席团交付审议的代表提出的议案的审议意见中，列举了多位全国人大代表议案提出的建议。这些议案指出，近年来我国医疗纠纷多发，医患关系恶化，杀医、伤医犯罪现象有所抬头，因医患关系引发的矛盾日益成为当前社会的主要矛盾之一。议案建议，通过立法进一步提升法治理念，整合全社会医疗卫生资源，把成熟有效的医患纠纷管理政策和措施上升为法规条款。

根据审议意见，国家卫生计生委目前正在会同国务院法制办修订起草预防与处理医疗纠纷的相关条例；此外，全国人大教科文卫委正在牵头起草基本医疗卫生法。在法律法规的修订起草过程中，有关部门将认真研究吸纳代表议案提出的意见和建议。

记者同时了解到，基本医疗卫生法起草工作目前正按照预定工作计划有序推进，有望在本届人大任期内提请全国人大常委会审议。作为卫生领域的基础性、综合性法律，这部法律的制定将进一步推进我国卫生法治建设，对保障人民群众的基本医疗卫生需求起到重要作用。
